1. Goods moving between the Processing Zone and aboard shall not be subject to import and export quotas or licensing, except for those subject to involuntary export quota
2. Goods moving between the Processing Zone and abroad shall be subject to the registration and recording system, and good moving between the Processing Zone and the areas outside the Zone shall be subject to the customs declaration system.
3.Customs shall exrcise oversight ove goods moving between Processing Zones and areas outside China by the method of direct shipment or transfer to another Customs area.
4. 24-hour customs clearance will be implemented and the “Local Declaration and Port Clearance” mode will be adopted for convenience.
5. The Customs House will carry out “F” Channel management (the electronic data sent by enterprises for customs declaration will directly enter the on-site inspection stage after examination on electronic data. The release procedures will be conducted by the inspector) against the export and import goods within the Processing Zone.
6. Customs shall carry out its record-filing, declaration, inspection, release and record verification and cancellation procedures in respect of goods moving into and out of the Processing Zone within the Processing Zone.
7. Enterprises within the Processing Zone may carry out the intensive Carrying-forward business with processing trade or warehousing enterprises in other excluding tarrif processing zones and bonded zones as well as the processing trade emprises in other regions.
